Essentially the Balanced Excellence Model envisages cadets entering RMC for two academic years with a more intense eight-week SLT and MOC and Environmental familiarisation in the summer between first and second year. After MOC selection in year two, the candidate undergoes 16 months of MOC training between second and third year. In exceptional cases and in response to urgent needs of the Services, provision is made at this point for selected candidates to remain with their operational units for a period of up to four years. In the normal case, all candidates return immediately following MOC training to RMC to complete their undergraduate degree. Successful officer cadets are commissioned at the end of third year, although as fourth year students they remain on campus.

Recommendation 1: Implement the Balanced Excellence Model.
Comment: A suggested implementation plan which also addresses the transition phase is found on pages 59-63. The CF is a Total Force integrating regular and reserve components. The Balanced Excellence Model accommodates both aspects and the contribution of the Reserve Force to the life of the College is considered below.
